Series includes a sample of case files from the Associated Charities, Portland; the Child Welfare Commission; and the State Relief Committee. Records include home relief grant records, case histories, financial data, emergency food receipts, invoices, state aid approval forms, adoption information, food budgets, and correspondence with child care facilities. Topics include unemployment, single parent families, child and spouse abuse, placement of children in institutions or foster homes, adoptions, domestic abandoment, temporary relief, sickness, and divorce.

The Public Welfare Commission was created in 1939 as a result of the combination of duties of the Child Welfare Commission and the State Relief Committee.
